NEOM, ROSHN and Qiddiya: What Megaproject Names Mean for Property Offers

Understand Saudi megaprojects and what NEOM, ROSHN, Qiddiya and Al-Khafji do—and do not—tell you about an individual property opportunity.

When a property opportunity mentions NEOM, ROSHN or Qiddiya, the name alone says little about the asset being offered. The Public Investment Fund (PIF) develops several large projects through different companies, and each project has a different purpose and stage. Understanding those distinctions is more useful than treating every Saudi megaproject as a single investment theme.

Different developments, different roles

NEOM covers a region in northwestern Saudi Arabia with multiple planned destinations and industries. ROSHN Group builds integrated residential communities in several cities. Qiddiya City, southwest of Riyadh, focuses on entertainment, sport and culture. In the capital, New Murabba Development Company is planning a mixed-use downtown district. None of these names tells you that a particular property listing is owned, guaranteed or endorsed by that developer.

Regional development is broader than the best-known projects. Saudi Downtown Company is developing downtown destinations in 12 cities, including Al-Khobar, Taif and Tabuk. On 7 September 2026, PIF announced Gulf Coast Development Company for a coastal residential and tourism destination in Al-Khafji. The announcement describes about 20 square kilometres of land and a 10-kilometre waterfront. “Al-Khafji Development Company” is an informal way to refer to the location; Gulf Coast Development Company is the announced company name.

What about Rise Tower?

Rise Tower appears in online discussions of a proposed skyscraper in Riyadh. Concept images are not proof of construction, a completion date or PIF backing. PIF’s published giga-project list does not include Rise Tower. Its status should be checked against a direct developer or PIF announcement before making a property decision.

Check the right, not only the neighbourhood

Large projects may influence future demand for housing and services, but the details of any individual offer still matter. On Muder, examine the particular property and the documents defining the usufruct right: its duration, permitted use, fees, distributions, risks and what happens at the end of the term. A usufruct right is not ownership of the underlying land. A prominent project nearby is context, not a return forecast or evidence of a formal link to PIF.
