At Cityscape Riyadh in November 2025, Ghanem signed a memorandum of understanding with the Real Estate Registry (RER), attended by Minister of Municipalities and Housing Majed Al-Hogail. The original Ghanem story and signing photograph describe the aim: supporting registration of fractional interests purchased through Ghanem. A memorandum sets out a direction for cooperation; it does not, by itself, prove that every technical integration or property registration has been completed.
RER, named in the signing story, is distinct from the Real Estate General Authority (REGA). Ghanem separately announced that it had joined REGA’s regulatory sandbox. Keeping the two institutions separate makes the company timeline clearer.
Muder is operated by Ghanem First Information Technology, but its usufruct opportunities are not the fractional ownership interests discussed in the RER memorandum. Review each Muder opportunity’s own documents for the right, term, fees and exit conditions.
